ZORROTZAURRE

Zorrotzaurre is Bilbao’s flagship urban regeneration project, transforming a former industrial peninsula into a sustainable mixed-use island. Designed by Zaha Hadid, the master plan is one of Europe’s most ambitious waterfront redevelopment initiatives, converting obsolete industrial land into a vibrant district for living, working, innovation, and recreation. The project forms a central part of Bilbao’s long-term strategy to strengthen its position as a global model for sustainable urban transformation.

It is positioned as a future-focused urban district that combines climate resilience, knowledge-based economic development, affordable housing, public spaces, and sustainable mobility within a single integrated master plan.

Zorrotzaurre covers more than 800,000 square metres and has transformed the former peninsula into an island following the full opening of the Deusto Canal in 2018, significantly improving flood protection while creating new waterfront public spaces. The development includes thousands of residential units, offices, commercial areas, educational institutions, cultural facilities, parks, and innovation hubs connected by bridges, pedestrian routes, and cycling infrastructure.

The master plan promotes mixed land use, ensuring housing, employment, leisure, and public services are located within walking distance. Former industrial buildings are preserved where possible and adapted for creative industries, technology companies, and cultural uses, helping maintain Bilbao’s industrial heritage while supporting economic diversification.

Environmental & Nature

Sustainability is fundamental to the project. Opening the Deusto Canal reduces flood risk and improves climate resilience, while extensive parks, waterfront promenades, and green public spaces enhance biodiversity and environmental quality. The mixed-use layout reduces travel demand by placing homes, workplaces, services, and leisure facilities close together, encouraging walking, cycling, and public transport instead of private car use. Approximately half of the planned housing is designated as publicly supported affordable housing, contributing to long-term social sustainability.

Smart City

Zorrotzaurre is planned as an innovation district that attracts research centres, technology companies, universities, and digital businesses. The development supports smart infrastructure, digital connectivity, and modern urban management systems that improve mobility, public services, and building efficiency. The district is also part of Bilbao’s broader Urban Innovation District strategy focused on knowledge industries and technological development.

Human-Centric

The master plan prioritises people over vehicles by creating accessible public waterfronts, neighbourhood parks, pedestrian streets, and cultural spaces designed to encourage daily interaction and community life. Mixed housing, educational facilities, recreation areas, and employment opportunities are integrated throughout the district, creating a complete neighbourhood rather than a single-purpose development. The regeneration also preserves elements of the site’s industrial identity, strengthening local character while creating an inclusive environment for future residents, workers, and visitors.
