Vision City Kigali is a major multi-phase housing development project in Kigali, Rwanda, built by Ultimate Developers Ltd for the Rwanda Social Security Board (RSSB). It is Rwanda’s largest residential housing project, aiming to provide luxury and sustainable living with 4,500 housing units over 158 hectares, expected to house about 22,000 people. The project includes various types of residences such as single homes, townhouses, villas, and apartments, alongside community amenities like retail units, schools, recreation centres, and hotels, promoting a holistic living experience within a city-like compound.
Vision City was initiated to address Kigali’s urban housing challenges, representing a shift towards modern, upscale, and sustainable residential living. Its location in the Gaculiro area is part of Kigali’s broader urban development plans, designed for high-income residents initially, but with plans to include diverse housing types. The project’s phased development started in 2013, combining green building practices and smart technology to redefine urban lifestyles in Rwanda’s capital.

Vision City integrates smart living features and innovative office and retail spaces, coupled with energy-efficient designs and wellness amenities to enhance residents’ vitality and comfort. The smart technology incorporated supports environmental monitoring and sustainable utilities management, positioning Vision City as a model for smart urban development in Rwanda.
Human-Centric
Focus is placed on creating a community-centric environment that fosters comfort, security, social interaction, and quality of life. Vision City includes amenities that support education, recreation, and commerce within a self-contained urban environment, encouraging a balanced live-work-play lifestyle.
