Tel Aviv–Yafo is Israel’s largest metropolitan core and a fast-growing, densely populated city that is actively shifting toward greener, more people-focused mobility. The transition is anchored in two initiatives: a comprehensive green-mobility agenda that promotes walking, cycling, and electrified public transport. Central to this plan is the massive Ayalon “Decking” Project, which will cap the Ayalon Highway and rail corridor to create vital new public space and reconnect neighbourhoods severed by the artery.

Tel Aviv-Yafo is a coastal metropolitan city in Israel, with a population of about 450,000 (as of 2018) and a metropolitan population of over 4 million. It is pioneering sustainable urban mobility through its green transportation initiatives, focusing on reducing carbon emissions. The Ayalon Decking project will create a continuous platform over the highway and railway, “stitching” the divided city back together. This will generate approximately 70 hectares of new land in the urban core for parks, housing, and public institutions.

Environmental & Nature

The project is a cornerstone for the sustainability agenda of Tel Aviv-Yafo: decking the highway will reduce noise and air pollution in surrounding neighbourhoods. The new parkland will enhance biodiversity, reduce the urban heat island effect, and provide carbon sequestering green space. It directly encourages a change in transportation mode from private cars to public transit, cycling, and walking, significantly reducing the city’s carbon footprint.

Smart City

It integrates smart mobility and urban technology: data-driven traffic management systems, infrastructure for electric vehicle charging, and smart lighting and irrigation for the new parks. Advanced engineering and materials will be used on the deck structure itself to ensure safety and longevity over the active transportation corridor below.

Human-Centric

Its core goal is to restore urban connectivity and prioritize people over vehicles. The new surface will be a vibrant public realm featuring sports facilities, cultural venues, playgrounds, and tranquil green spaces for all residents. By reconnecting neighbourhoods and providing equitable access to amenities, the project dramatically improves the quality of life and fosters a stronger sense of community.
