Sèmè City is a flagship smart and sustainable urban development project launched by the government of Benin in 2017, conceived as a regional innovation hub for higher education, research, and economic development in West Africa. Strategically located between Benin’s major cities, Cotonou and Porto-Novo, and near Lagos, Nigeria, it is designed as a pan-African eco-city dedicated to innovation, sustainability, and the knowledge economy.
The project encompasses a comprehensive campus network featuring research laboratories, innovation centres, academic buildings, vocational training workshops, business facilities, housing for students and professionals, and cultural as well as sports amenities. Sèmè City is built around a network of shaded pedestrian pathways following the principles of a 15-minute city, promoting ease of movement and interdisciplinary collaboration. A key focus is fostering entrepreneurship and incubation through co-working spaces and innovation zones.

Environmental stewardship is paramount with advanced water treatment, waste recycling, ecosystem conservation, and renewable energy use. Sèmè City aims to minimise its carbon footprint while enhancing urban resilience and biodiversity protection, aligned with global sustainability frameworks.
Smart City
Sèmè City integrates cutting-edge sustainable technologies, including renewable energy systems, eco-construction, digital platforms for resource management, smart mobility solutions, and circular economy practices. It is intended as an open-air laboratory facilitating experimentation and deployment of innovative digital and environmental solutions.
Human-Centric
Human-centred urbanism prioritises inclusive access to education, health, culture, and recreation in a walkable, lively, and safe environment. Community engagement and social equity are embedded in the planning, encouraging active participation, social cohesion, and enhanced quality of life for residents and visitors.
