REYKJAVIK CARBON NEUTRAL CITY PROGRAM
REYKJAVIK
Iceland
Reykjavik aims to become carbon neutral by 2040 through the Green Deal and the 2021–2025 Climate Action Plan. The strategy combines Iceland’s geothermal energy, advanced carbon capture, and a major modernization of the city’s transport system.
Reykjavik’s strategy aims for net-zero emissions via reductions and carbon capture. Key projects include the Borgarlína BRT system to create a “city of short distances,” the Álfsnes Eco-Industrial Park for a circular economy, and urban densification to limit sprawl.
Future Cities criteria compliance
Environmental & Nature
Reykjavik uses the world’s largest geothermal district heating, serving 95% of buildings. The city plans to shift 58% of trips to walking, cycling, or public transport by 2030. It is also planting 150 hectares of urban forest as natural carbon sinks.
Smart City
Reykjavik’s Carbfix technology captures CO₂ and mineralizes it underground in under two years. The Borgarlína BRT system offers smart transit with dedicated lanes, priority signals, and digital payments. Citizens engage in municipal decisions via the Better Reykjavik platform, a leading model of digital democracy.
Human-Centric
Reykjavik’s plan ensures 90% of new homes are near Borgarlína stations, creating a 15-minute city. The Green Deal promotes active, low-pollution commutes and access to recreational areas. Green Housing pilots support sustainable, high-quality, affordable homes for an equitable transition.
