Port City Colombo (PCC) is a major Special Economic Zone in Sri Lanka, built on 269 hectares of reclaimed land next to Galle Face Green as an extension of Colombo’s CBD. Launched in 2014 as a partnership between the Sri Lankan government and China Harbour Engineering Company, it aims to be a global financial and business hub. Governed by the 2021 Port City Economic Commission Act, the US$15 billion project envisions a modern, investor-friendly city for around 273,000 residents.
Port City Colombo aims to be South Asia’s top spot for business and modern living. Spread across five zones, it will include offices, homes, schools, hospitals, entertainment, and a luxury marina. With world-class facilities and sustainable design, it’s built to attract global investors and talent.

PCC is built around sustainability, with 91 hectares of public areas and 40 hectares of green and beach space. Its Central Park Living zone includes a massive 14-hectare park and saltwater channel. Over 1,000 native trees have already been planted to create a lush, tropical environment.

Port City Colombo is designed as a cutting-edge smart city with advanced infrastructure and sustainable urban systems. It aims to be a leading FinTech and entrepreneurship hub, supporting its goal of becoming a top offshore financial centre. The city focuses on service-driven sectors like IT and digital services, promoting a strong, digitally powered economy.

Port City Colombo aims to be South Asia’s most livable city, blending Sri Lankan culture with global standards. It will offer top-tier business, lifestyle, and leisure opportunities, including a duty-free mall, luxury marina, and public spaces like Harbour Quay Park and City Beach for a vibrant seaside life.
