Nouakchott is undergoing a major urban transformation to combat rising sea levels and desertification while modernizing its economy. The flagship Nouakchott Coastline Development Project aims to make the vulnerable coast resilient and economically productive. Complementary initiatives, like the Green Belt restoration, provide environmental protection against the advancing Sahara.

The Nouakchott Coastline Development Project restores a 12 km dune ridge and builds a 6 km dyke road to prevent flooding along the city’s Atlantic front. It includes a new “Sea Boulevard” linking the city centre to the fish market, with 60 hectares of parks and recreation. The citywide SDAU master plan and Moudoun project are also upgrading infrastructure and resilience to support rapid population growth.

Environmental & Nature

The Nouakchott coastline project protects around 75,000 residents from flooding and permanent submersion. The city is restoring its Green Belt, stabilising 800 hectares of dunes with drought-resistant trees to prevent sand encroachment. Coastal defences use nature-based solutions, relying on native plants and natural materials instead of concrete.

Smart City

Nouakchott is developing as a digital hub with a national data centre and EU-funded submarine cable station, securing local data and the digital economy. The coastline project is also exploring renewable energy to sustainably power new infrastructure and public spaces.

Human-Centric

The Nouakchott coastline project adds inclusive public spaces, including two “city-sea green axes” for safe ocean access. It supports the local economy with areas for small businesses, nurseries, and community agriculture. By redirecting freight traffic and protecting housing from floods, it enhances safety and quality of life for residents.
