The Northern Metropolis is a major strategic development initiative by the Hong Kong government aimed at transforming the northern New Territories into a vibrant, sustainable metropolitan area. Spanning more than 30,000 hectares and intended to accommodate about 1.1 million residents, the project focuses on integrated urban development, innovation, and enhancing the quality of life while fostering cross-border economic cooperation with the Greater Bay Area.
The Northern Metropolis includes multiple new development areas such as Kwu Tung North, Fanling North, and Hung Shui Kiu, featuring residential, commercial, and industrial zones. Infrastructure development includes transport hubs, green parks, and public amenities. The Metropolis emphasises market participation, innovative construction methods, and administrative streamlining to accelerate growth.

Environmental & Nature
Sustainability is embedded in land use, with green and blue recreational areas, conservation zones, and eco-tourism opportunities. The plan promotes environmentally friendly construction, resource efficiency, and ecosystem protection to ensure ecological balance amid urbanisation. Support for renewable energy and climate-resilient infrastructure aligns with Hong Kong’s climate action commitments.
Smart City
The project integrates innovation and technology through the establishment of the Northern Metropolis Innovation and Technology (I&T) cluster, with dedicated zones for tech enterprises, research institutes, and talent accommodation. Smart city solutions, including digital infrastructure, data parks, and smart transport systems, are core elements supporting efficient urban management and economic growth.
Human-Centric
The Northern Metropolis prioritises liveability by providing affordable housing, healthcare, educational institutions, including a university town, and cultural and sports facilities. The community-oriented design encourages public engagement, social inclusion, and accessibility, aiming to create a healthy and vibrant urban environment for residents.
