Nava Raipur (Atal Nagar) in India is a planned greenfield city envisioned as the new capital of Chhattisgarh, designed to be a smart, sustainable, and people-centric urban hub. It integrates advanced technology, ecological sustainability, and human-centred urban planning to provide a high quality of life and serve as an economic and administrative centre.

Spread over an area of close to 250 sq. km, Nava Raipur Atal Nagar Vikash Pradhikaran has embraced a spaced out approach ensuring a nature friendly construction and development of this smart city project of India. The Government of Chhattisgarh decided to construct a new capital city – Nava Raipur which is located 17 km south-east of Raipur. Nava Raipur has the inherent advantage of good accessibility through two National Highways NH-6 and NH-43. For the development of Nava Raipur, nearly 8000 hectares of virgin land was acquired and a new capital city was planned.

Environmental & Nature

The city’s planning embeds sustainability as a core principle, aiming to be a model ‘green city’. It operates as a ‘Zero Discharge City’ by recycling 100% of its wastewater for non-potable uses. Furthering its environmental commitment, Nava Raipur integrates renewable energy, such as solar power, promotes green mobility through 55 km of cycling tracks and pedestrian pathways, and employs an intelligent street lighting system to optimize energy use.

Smart City

The city operates using an advanced ICT framework centred around the Integrated Command and Control Centre (ICCC), which serves as the “brain” for unified city management. This ICCC consolidates real-time data from various systems including city surveillance (CCTV), traffic management, and utilities monitored by SCADA (Supervisory Control and Data Acquisition) to ensure efficient resource management, uninterrupted 24/7 water and power supply, and transparent e-governance services.

Human-Centric

At its heart, Nava Raipur is designed with a human-centric focus on quality of life and inclusivity. It fosters a vibrant community through premier educational and healthcare hubs like AIIMS and IIM, extensive cultural and recreational spaces such as the Purkhauti Muktangan and a jungle safari. The city ensures accessibility for all through differently-abled friendly digital portals and physically inclusive infrastructure, making citizen engagement and well-being a central priority.
