The Luanda-Bengo Special Economic Zone (ZEE) was established in 2009 by the Angolan government as a strategic initiative to boost industrial development, attract domestic and foreign investment, and diversify the economy of Angola. Situated in the Municipality of Viana, Luanda province, ZEE Luanda-Bengo is the largest industrial hub in the country dedicated to fostering economic growth through industrial projects.

The Luanda-Bengo Special Economic Zone (ZEE) in Angola spans roughly 7,500 hectares and serves as the country’s largest industrial hub. Strategically located near key transport infrastructure including New Luanda International Airport, major seaports, and rail networks, the zone supports efficient logistics and regional connectivity. It offers advanced industrial parks, dedicated zones, and modern infrastructure to fuel business growth and global market integration. ZEE Luanda-Bengo has created over 14,500 jobs and attracted more than US$1.6 billion in foreign direct investment, reflecting its critical role in Angola’s industrial and economic development.

Environmental & Nature

It prioritizes sustainability by aligning its strategies with the United Nations Sustainable Development Goals (SDGs). This commitment has earned it recognition as one of the world’s 50 most promising SDG Model SEZs by the UN Global Alliance of SEZs (GASEZ). The zone promotes green industrial practices, sustainable infrastructure, and inclusive policies, such as appointing women to senior management roles, highlighting its dedication to environmental and social responsibility.

Smart City

The Luanda-Bengo SEZ embraces advanced technology as a key element for its growth and sustainability. The zone includes Centres for Advanced Technology and Innovation (CITAV) that spearhead workforce training and R&D to foster an innovative industrial ecosystem. It integrates digital infrastructure and supports technology-driven companies to encourage industrial transformation.

Human-Centric

ZEE’s development prioritizes improving the quality of life for workers and the surrounding communities. This human-centric approach is reflected in its social inclusion programs, job creation strategies, and educational outreach.

The introduction of a “Bolsa de Oportunidades” (Opportunities Stock Exchange) platform bridges employers with job seekers, particularly focusing on youth employment. The zone also engages in workforce development to enhance employability and skills, actively contributing to community welfare and inclusive growth.
