Kathmandu New Town and associated smart-district pilots in Nepal represent a transformative agenda to manage rapid urbanisation while preserving the valley’s unique cultural and ecological landscape. The government formalised a smart city framework in 2024, grounded in four pillars: Smart Citizen, Smart Economy, Smart Governance, and Smart Infrastructure. These ambitions align with national and global sustainable urban development goals but remain challenging to implement.

Pilots focus on integrated urban planning combining modern infrastructure, green spaces, and digital technologies across new neighbourhoods like Kathmandu Northeast New Town and Divyeswari Land Integration Project. The initiatives aim to enhance living standards, transportation, public safety, and environmental management while empowering inclusion through community participation and retention of natural and cultural assets. Area-based development programmes are supported by multi-stakeholder governance, including government, the private sector, and communities.

Environmental & Nature

Sustainability is prioritised via green urbanism practices such as water recycling, energy-efficient buildings, preservation of green areas, and promotion of non-motorized transport. Urban renewal projects align with climate resilience strategies through flood management and pollution reduction initiatives designed to protect ecological and heritage zones.

Smart City

Kathmandu’s pilots use IoT-enabled systems for traffic management, air quality monitoring, smart grids, and real-time data analytics. Digital platforms enable citizen engagement, online services, and infrastructure monitoring. NFC-enabled digital address systems and smart lighting have been piloted to improve governance efficiency and urban experience.

Human-Centric

The approach emphasises walkability, social inclusiveness, and participatory design processes addressing diverse community needs. Human-centred design practices foster environments that support social cohesion, cultural diversity, and public health through accessible amenities, shared green spaces, and community feedback mechanisms.
