The Green City Kigali is a pioneering, flagship project initiated by the Government of Rwanda to establish a new global standard for sustainable, affordable, and climate-resilient urban development. Located in the Kinyinya Sector of Kigali, this 600-hectare project serves as a pilot to demonstrate the viability of green cities in Rwanda, with the ultimate goal of creating a scalable model that can be replicated across the country and the continent.

The project is spearheaded by the Rwanda Green Fund (FONERWA) and is a key component of Rwanda’s National Strategy for Transformation (NST1) and its vision for Kigali as a clean, green, and climate-resilient city. It is developed in partnership with the German Development Cooperation (via KfW Development Bank) and the Green Climate Fund (GCF), among other stakeholders. The core mission is to address Kigali’s rapid urbanization by linking affordable housing directly with climate change adaptation and mitigation measures, creating a liveable, inclusive, and economically viable community.

Environmental & Nature

The Green City Kigali Master Plan emphasizes climate change adaptation and mitigation, targeting carbon reduction and zero air pollution. The plan embeds resource efficiency across all aspects, from green construction methods and renewable energy use to comprehensive waste management. Ecological restoration is a core objective, including efforts to encourage urban biodiversity via green and blue networks such as forests and water bodies to support healthy ecosystems.

Smart City

The project incorporates energy-efficient buildings, biogas plants, and intelligent water management systems to reduce environmental impact. It integrates local materials and innovative construction techniques to optimize resource use and limit ecological footprints. Plans also include infrastructure for electric vehicle lanes and smart public transport, reflecting Kigali’s commitment to modern, clean mobility solutions.

Human-Centric

The human-centric design focuses on inclusivity, affordability, and equality by ensuring accessible housing for diverse income levels without displacing existing communities. Public spaces, schools, health facilities, and shops are crafted to foster social cohesion, enhance well-being, and respect Rwanda’s cultural context. Strategic urban planning also ensures ease of movement, safety, and robust community engagement, creating a liveable environment aligned with residents’ needs.
