Grand Paris uses eco‑districts such as Clichy‑Batignolles to demonstrate low‑carbon, mixed‑use and people‑centred urbanism at a metropolitan scale. Clichy‑Batignolles, in Paris’ 17th arrondissement, is a major redevelopment of former railway land around the 10‑hectare Martin‑Luther‑King Park and is officially recognised as a national “ÉcoQuartier confirmé”. The Métropole du Grand Paris coordinates housing, mobility, environment, and development across 131 municipalities, promoting compact and sustainable growth. Within this framework, eco‑districts act as pilot neighbourhoods that can be replicated across the wider metropolis.

Clichy‑Batignolles is a 50+ hectares district developed by the City of Paris and Paris & Métropole Aménagement, combining housing (including a high share of social housing), offices, the Paris Court of Justice, shops, schools, and leisure around a central park. It is designed for several thousand residents and workers, with dense urban blocks, active ground floors, and strong public‑transport links.

Future Cities criteria compliance

Environmental & Nature

Clichy‑Batignolles features high‑performance buildings, extensive green roofs, soft‑mobility networks, and water‑sensitive design to cut energy use, emissions and runoff. These measures support Paris’s wider Climate Action Plan and its objective of drastically reducing emissions and adapting to heatwaves.

Smart City

The district integrates advanced energy systems, notably a deep‑geothermal network that supplies low‑carbon heat to buildings. It has also been a testing ground for smart‑grid and energy‑management initiatives that use digital tools to optimise performance.

Human-Centric

The plan prioritises social and functional mix, with housing, jobs, services and leisure within walking distance of generous public spaces. Public participation and long‑term quality‑of‑life criteria are embedded in the EcoQuartier labelling process, making Clichy‑Batignolles a model for inclusive, liveable metropolitan neighbourhoods.
