Eko Atlantic is a monumental urban development project being constructed on land reclaimed from the Atlantic Ocean adjacent to Victoria Island in Lagos, Nigeria. Officially titled the Nigeria International Commerce City, it is a public-private partnership between the Lagos State Government and South Energyx Nigeria Limited (SENL), a subsidiary of the Chagoury Group. Conceived as a sustainable and permanent solution to severe coastal erosion that had plagued Victoria Island for decades, the project has evolved into a vision for a new, modern central business district for Lagos and West Africa.

It is a new coastal city being built on land reclaimed from the Atlantic Ocean. It is designed as a self-sustaining “city within a city” with independent infrastructure. On 10 million square meters of reclaimed ocean land, the city is protected by the “Great Wall of Lagos,” an 8.4-kilometer coastal revetment, and is planned to accommodate 250,000 residents and 150,000 daily commuters. Its master plan divides the area into ten distinct mixed-use districts, including the Business District, Marina Districts, and Ocean Front.

Environmental & Nature

Built on 10 km² of reclaimed land, Eko Atlantic addresses coastal erosion through the 8.5 km Great Wall of Lagos, a robust sea defence protecting the city and surrounding areas. Its infrastructure promotes environmental resilience by combining renewable energy solutions, sustainable drainage, and modern waste management systems.

Smart City

The project leverages advanced engineering and modelling. The sea defense system’s design was tested at the DHI Institute in Copenhagen, where scale models successfully withstood simulated one-in-100-year ocean surges and even one-in-1,000-year storms. The city is also planned with an independent power grid to provide 24/7 electricity and a modern, efficient transport system.

Human-Centric

Eko Atlantic is envisioned as a walkable, mixed-use city that prioritizes accessibility, liveability, and safety. Its master plan blends residential, commercial, and recreational spaces, creating an inclusive urban environment designed to accommodate over 250,000 residents while fostering economic growth and community well-being.
