The Rîșcani Eco-Housing Pilots aim to decarbonize Chisinau’s old Soviet-era apartments. Led by Green City Lab Moldova with UNDP/GEF support and Termoelectrica funding from the World Bank and EBRD, they modernize buildings into energy-efficient “eco-housing.” The Rîșcani district, with key district heating infrastructure, serves as the main testing ground.
The pilots focus on deep renovations of multi-story buildings, switching to horizontal heating for individual control. The broader project installs 140 heat substations and upgrades 40 buildings’ internal systems. In Rîșcani, new efficient gas engines support these networks. The 2024 REEFP fund expands the initiative to 57 more buildings, covering 70% of insulation costs.

Environmental & Nature
The pilot renovations cut thermal energy use by up to 30%. The wider district heating project is expected to reduce CO₂ emissions by 816,000 tons over 20 years. In October 2025, Chisinau launched its first Renewable Energy Communities, letting select buildings generate electricity through shared solar panels.
Smart City
The pilots introduce smart meters and Individual Heat Substations, letting residents track usage and pay only for what they consume. Horizontal heating pipes replace old vertical ones, reducing losses and uneven temperatures. Rîșcani also tests a Smart Grid with electricity meters to monitor power and integrate future renewables.
Human-Centric
It tackles energy poverty by giving households control over heating costs. Renovations improve winter comfort with reliable heating and hot water. The REEFP fund provides grants covering most renovation costs, ensuring low-income residents can benefit.
