Busan Eco Delta City (EDC) in Gangseo-gu, Busan, is a national pilot project launched in 2018 by Busan City, K-water, and Busan Metropolitan Corporation. Set for completion in 2028, it covers 11.8 km², with 2.8 km² dedicated to a Smart City pilot. Designed as an eco-friendly waterfront city, EDC aims to showcase smart technologies, boost innovation, and enhance citizens’ quality of life.
Busan Eco Delta Smart City, located where three rivers meet in Busan, aims to become a global waterfront hub for culture, technology, and logistics. Home to about 76,000 people, it blends nature, technology, and human life. Its Smart Village acts as a “living lab,” testing over 40 innovative technologies. The city’s goal is to solve urban challenges and create a sustainable, future-ready community.

Environmental & Nature
Busan Eco Delta City is designed as an eco-friendly waterfront city that balances people and nature. About 30% of its area will be parks and green spaces, including Korea’s largest wetland park. Following a Zero Energy City model, it uses solar, hydrothermal, and geothermal energy, with its Smart Village earning Zero Energy Grade 1 certification. The city also features decentralized water systems and radar-based water disaster management for safety and sustainability.
Smart City
Busan Eco Delta Smart City serves as South Korea’s National Pilot Smart City, showcasing Fourth Industrial Revolution technologies within an innovation ecosystem. Built around the concepts of a Digital City, Augmented City, and Robot City, it features cutting-edge tools like AI, VR, big data, and autonomous vehicles. Key services include robot-assisted living, smart water systems, and intelligent transport. Its Smart Village gathers data from over 3,000 sensors to test and refine future smart city solutions.
Human-Centric
Busan Eco Delta City is built around a human-cantered design focused on improving quality of life, especially for the elderly. Through a Living Lab model, residents help shape smart solutions by sharing real feedback. Its “10 Innovation Services” include smart healthcare, safety, and learning–work–play integration. The city promotes walkability and cycling, with a “Blue & Green network” giving everyone 5-minute access to nature, while maintaining a low population density.
