Bhubaneswar, the capital city of Odisha, India, was selected as one of the first 20 cities under the Smart Cities Mission in 2016. Spearheaded by Bhubaneswar Smart City Limited (BSCL), the project aims to transform the city into a globally recognised model of sustainable urban development through citizen engagement and technology-driven infrastructure. The Area-Based Development (ABD) focuses on upgrading key districts with integrated urban planning, transport, public spaces, and social infrastructure.

The ABD concentrates on the Bhubaneswar Town Centre District (BTCD), aiming to improve connectivity, liveability, and economic vibrancy. It includes the redevelopment and retrofitting of six precincts connected by efficient public transport. Infrastructure projects include Smart Janpath, multi-level parking facilities, smart bicycle-sharing, and an Integrated Command and Control Centre (ICCC) that uses analytics and real-time data to manage traffic, waste, and emergency response. Community spaces like Smart Janpath strengthen social engagement and public amenities.

Environmental & Nature

Sustainability initiatives emphasise green spaces, waste segregation, energy-efficient buildings, water conservation, and solar power integration. The city promotes non-motorised transport and eco-friendly zoning to reduce pollution and urban heat. Bhubaneswar sets benchmarks for climate-responsive urban infrastructure aligned with national and global environmental commitments.

Smart City

Bhubaneswar deploys advanced digital governance platforms incorporating IoT, AI, and big data for real-time urban analytics. Systems like ICCC enable intelligent traffic flow management and surveillance, enhancing public safety and efficient citywide service delivery. Innovations include smart lighting, waste tracking, and online citizen participation channels.

Human-Centric

The city prioritises walkability, inclusiveness, and public participation. Projects like Smart Janpath are recognised for people-centric design, fostering community ownership and equitable access. Social programmes, open spaces, and child-friendly initiatives are embedded to enhance the quality of life and social cohesion.
